Your Community Benefits Oversight Working Group (CBOWG)
The Community Benefits Oversight Working Group (CBOWG) is a diverse 20-member advisory group of Regent Park residents representing a spectrum of neighbourhood voices. They are supported by four non-voting representatives from local agencies and subject matter experts and tasked with:
- Engaging Regent Park residents to inform the Community Benefits Agreement (CBA) for the $26.8 million in community benefit funds made possible through revitalization and TCHC’s partnership with Tridel for Phases 4 and 5; and,
- Evaluating and monitoring the implementation of the CBA over the next decade to the end of the revitalization.
The advisory group represents the diversity of the Regent Park community and membership is split equally between representatives from TCHC’s tenant community and private market residents, with representation from equity-deserving groups, youth, and residents of grassroots organizations. In addition, non-voting representatives from local agencies and subject matter experts have been attending the meetings to support the work of the group by providing research and other resources at the request of members. They also participate in CBOWG activities and discussion during meetings.

CBOWG Engagement and Progress
April/May 2022
- TCHC forms the CBOWG in May 2022 after a call for recruitment in April 2022.
- CBOWG begins meeting monthly and elects a Resident Co-Chair.
- CBOWG onboards Monumental Consulting, who have deep ties to Regent Park and specialize in participatory design and equitable city- building, to:
- help deepen their understanding of community benefits and their role in the co-creation of a community benefits plan;
- provide the tools the group needs to engage with the community effectively;
- support the facilitation, planning, skill-building and decision-making process that informs the investment priorities of the $26.8 million in funds; and,
- create a “manual” for carrying out the process for developing a community benefits plan that will include goals and charter for the process, high level work plan, detailed community engagement strategies, how to analyze data emerging from community consultations, and much more.
June 2022 to February 2023
- Together, CBOWG, TCHC and Tridel, with the support of Monumental Consulting, collectively designs the community benefits engagement process, which follows the principles set out in the CBOWG Terms of Reference and ensures representation and participation will be available to all members in the community.
March 2023
- TCHC establishes the Engagement Team, made up of TCHC Revitalization staff and Community Animators, and members of the CBOWG to engage the community in support of the community benefits engagement process.
April 2023
- CBOWG, TCHC and Tridel announce the Community Engagement Process to the Regent Park community on April 26 at an Open House launch event held at the Daniels Spectrum, launching a series of engagement activities throughout Spring 2023 aimed to:
- educate residents about the Process; and,
- hear from residents about what matters to them.
Summer 2023 (anticipated)
- CBOWG to participate in the evaluation of community feedback, providing TCHC and Tridel with a recommendations report based on the themes that emerged, to inform the creation of three community benefits packages that will be presented to the community for a vote.
Fall 2023 (anticipated)
- CBOWG to:
- support the community vote (process to be announced)
- participate in the public declaration of the package selected by the community and formalized in a CBA signed by TCHC and Tridel.
