Relocation – Phases 4 and 5

Relocation is a vital part of any revitalization project. Relocation requires a thoughtful process to ensure a smooth and comfortable transition for Toronto Community Housing (TCHC) tenants. TCHC tenants living in Phases 4-5 of Regent Park, like all tenants of revitalized TCHC communities, will be supported through the process and have the Right to Return to a new unit within that community upon the completion of a newly constructed building.

TCHC’s Relocation Process Aims to Put Tenants First

TCHC’s five-step relocation process is based on the organization’s values of Respect, Accountability, Community Collaboration, Integrity, and Accessibility for persons with disabilities. Tenants are supported from the time of relocation notice through one-on-one conversations to share information, understand resident needs and educate tenants about the relocation process and their rights and options; regular, general community information sessions to discuss relocation and provide progress updates; the provision of timely communications, including advanced and formal notice of relocation; and practical support, such as providing moving essentials like packing materials, to arranging and paying for the move.

Right to Return

Every Revitalization community is governed by a Tenant Relocation Assistance Implementation Plan (TRAIP). The TRAIP sets out the steps that TCHC will take to support tenants during the Relocation process and outlines the specifics in relation to a tenant’s Right to Return to the community.
A tenant must be in Good Standing to return to the Revitalization community.

Tenancy in Good Standing: A household is in good standing if:

  • none of the members of the household owe money to TCHC in relation to a current or former tenancy or if any member of the household does owe money, they have entered into a repayment agreement with TCHC and are in compliance with that agreement;
  • TCHC is not currently taking legal action against the household for any reason; and
  • the Landlord and Tenant Board has not ordered termination of the tenancy.

In Progress: Phase 4 Relocation

In line with its commitment to support tenants throughout the revitalization of Regent Park, TCHC provided tenants in Phase 4a buildings (those located west of Sackville: 325 and 355 Gerrard St., and 274 Sackville St.), with an N13 notice in February 2023, following one-year advanced notice of Relocation provided to tenants in mid-March 2022. Phase 4a tenants have all been relocated to date.
TCHC maintains regular communication with tenants to inform them of any updates to relocation plans as needed. Relocation for tenants remaining on-site will be determined at a future date as the demolition and construction schedule continues to be refined.
Tenants who are preparing for relocation should update their household’s tenancy information at their dedicated Tenant Service Hub to provide an accurate, up-to-date assessment of their family size. This information is needed to successfully relocate families to an appropriately sized unit.

Phases 4-5 is the area south of Gerrard Street and north of Oak Street, east of Dreamer’s Way and west of River Street.
Tenants have relocated out of all the Phase 4a buildings in 2023:
  • 325 Gerrard St.
  • 355 Gerrard St.
  • 274 Sackville St.

Informal notification will be provided to Phase 4b and 5 tenants before their relocation will begin.
Swansea Mews Integration into the Regent Park Revitalization
